Prior Consideration
The project participants of a proposed GCA project shall demonstrate that the Article 6.4 or GCA mechanism benefits were considered necessary in the decision to implement the project by notifying the staff of the intention to seek registration of the proposed GCA project under the GCA mechanism (hereinafter referred to as prior consideration notification) through a dedicated interface on the GCA website. If the project has already started as per the definition of the “start date” of a project in the “Article 6.4 activity standard for projects” (hereinafter referred to as the activity standard), the activity participants shall submit such notification no later than 180 days after the start date of the project.

Project Design Document (PDD)
Project participant prepares project design document, making use of approved emissions baseline and monitoring methodology.
Project Design Document (PDD): Project participants shall submit information on their proposed CDM project using the GCA-PDD form.
Use of an approved methodology: An approved methodology is a methodology previously approved by the UNFCCC and made publicly available along with any relevant guidance. When an approved methodology is used, the designated operational entity may proceed with the validation of the project activity and submit the GCA-PDD with a request for registration.
Validation
Project design document is validated by accredited designated operational entity (DOE), private third-party certifier.
Validation is the process of independent evaluation of a project activity by a DOE against the Article 6.4 or GCA Mechanism Rules and Regulations, on the basis of the project design document.
DOE shall notify the staff, through a dedicated interface on the GCA website, of the timing of the site inspection of the proposed GCA project, which is to be conducted in accordance with the validation and verification standard, no later than four weeks prior to the inspection.
Registration
Valid project submitted by DOE to GCA Platform with request for registration.
Registration is the formal acceptance by the GCA Platform of a validated project as a GCA project activity. Registration is the prerequisite for the verification, certification and issuance of ERs related to that project activity.

Monitoring
Project participant responsible for monitoring actual emissions according to approved methodology.
Verification
DOE verifies that emission reductions took place, in the amount claimed, according to approved monitoring plan.
Verification is the independent review and ex-post determination by the DOE of the monitored reductions in anthropogenic emissions by sources of greenhouse gases that have occurred as a result of a registered GCA project activity during the verification period
The DOE shall perform verification of whether the implementation of the project and monitoring and calculation of GHG emission reductions or net GHG removals comply with the relevant requirements in the activity standard and any other applicable Article 6.4 or GCA mechanism rules and requirements based on the information provided in the monitoring report and any supporting documentation it has received from the activity participants as well as further information obtained during the verification activity, and prepare a verification and certification report
Issuance
DOE submits verification report with request for issuance to GCA Platform
